Luck of heroes can be usefull on certain builds with too many feats (pure fighters, fighter/monk combos, etc), but for the vast majority of characters it is a waste. WebFred checks your character at the point of feat swap, so yes you can swap out toughness for an actual ED feat afterwards. This works similarly when checking for stats - if you ate a tome that qualifies your stat score at a lower level for a feat which you couldn't afford before it can become available at feat swap. 90% sure that will work.
